James O’Higgins Norman

James O’Higgins Norman holds the UNESCO Chair on Bullying and Cyberbullying and is Professor of Education and Society at Dublin City University, where he directs the Anti-Bullying Centre. His scholarship has contributed to a reconceptualisation of bullying as a social and relational process, shaped by group dynamics, identity, institutional cultures and wider social norms, rather than simply as individual aggressive behaviour. He has led international research on bullying, cyberbullying and online safety and was closely involved in developing UNESCO’s inclusive definition of school bullying and its Whole-Education Approach to prevention. He is founding Editor-in-Chief of the International Journal of Bullying Prevention and leads major European research collaborations including FUSE, PARTICIPATE, CILTER and ORBIT. His research increasingly examines how digital environments, social identities and institutional contexts intersect in the production and prevention of harm. He was also a member of the European Commission’s Special Panel on Child Safety Online and previously chaired the World Anti-Bullying Forum in 2019.
